I join the entire family of Benguet State University (BSU) in celebrating its 106th Foundation Anniversary.

Through the years, BSU has had consistently and successfully achieved various milestones demonstrating how competitive and quality the education and opportunities it has been providing.

These treasured achievements flourished from the sweat and tears of BSU’s dedicated and committed teachers and leaders from 106 years ago until today. Your passion, perseverance, and patience underpinned by your true culture of camaraderie have woven BSU into an institution that is well-known for its research and academic excellence, leadership, and other programs and initiatives that continue to enrich our communities.

Your theme “Championing Advocacy on Responsive Educational Services Towards National Highland Agriculture and Environment” is very timely and appropriate as we also continue to innovate and implement sustainable programs and policies to address pressing issues on Agriculture.

 

 

As we celebrate this momentous event, may we rededicate ourselves and renew our commitment for a stronger partnership as we pursue to build Benguet – A haven of sustainable communities.

APPRECIATION DAY FOR FRONTLINE WORKERS.

The Provincial Government of Benguet headed by Governor Dr. Melchor Daguines Diclas recognized over a hundred Provincial Capitol frontline service providers who rendered u201cextraordinary service that contributed in managing, preventing, and controlling the risks of CoVID-19 in the provinceu201d during the Appreciation Day program at the Ben Palispis Auditorium on Sept. 29.

The event was organized by the Provincial Human Resource Management and Development Office (PHRMDO) headed by Mr. Brian Camhit in partnership with the Schools Division Office u2013 Benguet headed by Schools Superintendent Dr. Gloria Buya-ao, and the Philippine Guidance and Counseling Association u2013 Benguet Chapter headed by their president Ms. May Claire Jimenez, also Project Development Officer IV at DepEd-CAR.

During the activity, the frontline workers were provided psychosocial support facilitated by personnel from the PDRRMO, PHRMDO, and Provincial Budget Office with Ms. Jimenez being the resource speaker.

The activity was in celebration of the 122nd Founding Anniversary of the Civil Service.

Your collective resolve and spirit of brotherhood and sisterhood in the past 2 arduous years have yielded to a stronger community of resilient, responsive, and agile iTuba which is mirrored in your theme this year, “Revitalizing Sustainable Entrepreneurship Opportunities Through Regenerative Agri-Eco-Social-Cultural Tourism.”

Ava is a significant part of our culture. It played a vital role in shaping our history by sustaining the healthy lives of our ancestors. We may credit ava to one of the indigenous foods that gave longevity to our kaapu-an because of its high levels of vitamin C, vitamin B6, and vitamin E which help maintain a healthy immune system. Besides this, the fiber and resistant starch in ava are also believed to reduce risk of heart disease. No wonder why our elders are stunningly strong and vigorous, thanks to ava!

 

This nourishing and beneficial indigenous food is deeply rooted to our way of life, and so it is part of our identity as iTuba; therefore, there is no way we should not sustain and promote it, and even use it for the economic development of your municipality.

I believe that with your creativity and innovativeness, you can take ava to the next level aimed at providing more opportunities for livelihood and tourism. I also hope for a continued partnership with you through our Provincial Tourism Office for the development of Agri-Eco Tourism in the Province.

On behalf of the Provincial Government of Benguet, I express our strong support and deepest appreciation to the Municipal Government of Tuba headed by Mayor Clarita Sal-ongan, Vice Mayor Maria Carantes, and the entire SB members, for the successful preparation and holding of this momentous celebration.

ONE HUNDRED TWO Benguet Capitol employees received plaques of recognition from the Provincial Government headed by Governor Dr. Melchor Daguines Diclas during the LGU’s 2022 Awards Program organized by the Provincial Human Resource Management and Development Office at the Ben Palispis Auditorium on Wednesday, Sept. 28.

This is in celebration of the 122nd Anniversary celebration of the Civil Service Month with the theme “Transforming Public Service in the Next Decade: Honing Agile and Future-ready Servant Heroes.”

Ninety-three (93) of the awardees were commended for their “faithful, meritorious, and selfless” service in the government, seven were conferred the Career Achievement Award for pursuing their post graduate degrees, and two were awarded the Utility Worker of the Year and the Driver of the Year.

Governor Diclas expressed felicitations to the awardees on setting an excellent example for their colleagues and other public servants.

 

“Through those fruitful years you rendered, the Province has improved because of your work,” the Governor stated. He also commended those who pursued their master’s and doctorate degrees recognizing the contribution of post-grad programs to the improvement of the employees’ performance and the services they provide.

“We encourage others to also pursue their post graduate degrees as we aim for excellent service for the province,” he added.

The Governor also lauded the Provincial Capitol’s utility workers and drivers for their patience and sacrifices in ensuring the safety of their co-employees.

Governor Diclas ended his remarks underscoring the spirit of cooperation and helping one another as an important value for the attainment of the collective goal of the Provincial LGU.

Director Nerissa B. Canguilan of CSC-CAR graced the awarding program as the keynote speaker.

Director Canguilan expressed appreciation to all the public servants especially for hurdling the tests brought by the CoVID-19 pandemic as she emphasized on this year’s theme which “captures everything that happened in the past two years.”

“Not all heroes wear capes… risking our lives, continuing to bring services for the people despite the odds, despite the risks, it is in itself a highest form of heroism,” Director Canguilan said, adding regardless of position, public servants are called to give their utmost dedication and commitment as “job satisfaction and job’s worth know no position.”

The CSC-CAR director left Michael Angelou’s quote “People will forget what you said, people will forget what you did, but people will never forget how you make them feel,” as an inspiration for the employees as they continue to provide services to the people who depend on them.

Board members Marie Rose Fongwan Kepes, Florencio Bentrez, and Fernando Balaodan, Sr. also showed support for the employees with their presence and words of appreciation.

Governor Dr. Melchor Daguines Diclas has recently dispatched a team from the PDRRMO headed by Abner Lawangen to clear several slides along Guiweng-Salat road in Atok, Benguet. Motorists are advised to drive with precautions especially these rainy days.

Governor Dr. Melchor Daguines Diclas recognized three police units and three police officers of the Benguet Police Provincial Office (BPPO) who demonstrated excellent performance that helped promote and strengthen police community relations in the Cordillera region.

The said police units and police officers were earlier awarded plaques of recognition by the Police Regional Office Cordillera during the 27th Police Community Relations (PCR) Month in July 2022, besting five other PPOs in the region.

During the PCR Month celebration, the Benguet Police Provincial Office (PPO) was awarded Outstanding Police Provincial Office in Police Community Relations for CY 2022, Benguet 2nd Provincial Mobile Force Company as Outstanding Provincial Mobile Force Company in Police Community Relations for CY 2022, and Buguias Municipal Police Station as Outstanding Municipal Police Station in Police Community Relations for CY 2022.

 

The awards are in recognition of their significant and noteworthy projects and activities “which immensely contributed to the peace and development initiatives of Police Regional Office Cordillera.” They were received by PCol. Damian D Olsim, Officer in Charge, Benguet PPO; PltCol. Benson B Macli-Ing, Force Commander, 2nd PMFC; and PMaj. Jeremiah R Benito, Chief of Police, Buguias MPS.

Meanwhile, PltCol Dominga L Terrado, Chief, PCADU was adjudged Outstanding PCAD Senior PCO for CY 2022, PEMS Enrique J Camuyot as Outstanding Police Community Affairs and Development Senior PNCO for CY 2022, and NUP Lizafel P Andaya as Outstanding PCAD Non-Uniformed Personnel for CY 2022.

Benguet PPO said they were able to receive the awards “through the strong collaboration of Benguet PPO with the Provincial Advisory Group for Police Transformation and Development chaired by Governor Diclas.

Governor Diclas expressed appreciation to the PNP personnel for their continued invaluable contribution to the well-being of the communities through their active social activities including their “Pabahay Handog” program.

The Benguet PPO was able to build 16 houses costing P3,764,310.00 under their “Pabahay Program” benefiting 53 indigent households in the 13 towns of Benguet.

BENGUET EXTENDS 500K QUAKE AID TO ABRA

The Provincial Government of Benguet extended financial assistance to the Province of Abra in support of the latter’s relief operations for families affected by the July 27 earthquake.

Governor Dr. Melchor Daguines Diclas  said the donation worth P500,000.00 was sourced from the DRRM Trust Fund to help Abra in their response as they recover from the damages they sustained during the earthquake.

Board Member Alexander Fianza, Sangguniang Panlalawigan chair on Disaster Risk Reduction and Management; Jessie Domeris, LDRRMO III; and Silver Pilo from the office of Governor Diclas turned over the said donation to the LGU of Abra on September 20. 

Abra Governor Dominic Valera expressed his gratitude to the Provincial LGU of Benguet for the said donation. He said there are still some people setting up tent as they still fear going back to their homes after the earthquake.

 

 

According to Arnel Valdez, OIC Provincial DRRMO of Abra, those who are still setting up tent are those whose homes are near slide prone areas.

“Nag-crack jay bantay ‘jay ngato da… songa ti panangkita dagiti Philvolcs di inmay da ditoy Abra ket anytime agbigay dajay nga bantay… gapwen ta ada ti makunkuna nga rain-induced landslides,” Valdez said. “They can go back to their fields [visit their homes to tend to their animals], but they cannot sleep there.”

Valdez said these families set up tent in areas adjacent to their barangay LGU.

Abra is still experiencing aftershocks of the July 27 earthquake. Valdez said the province just recorded a 4.1 magnitude aftershock two days ago. According to him, the Phivolcs team who has earlier stayed in Abra for a week said it will take three-six months to one year “nga ada ladta aftershocks.”

Meanwhile, the Provincial LGU of Abra through their PDRRMO, PSWDO, and PHO are working together to provide assistance to the affected families.

NINETEEN Benguet athletes who have recently won regional and international sports competitions received recognition and incentives from the Provincial Government of Benguet during the flag raising ceremony at the Provincial Capitol on Monday, Sept. 19.

Governor Dr. Melchor Daguines Diclas turned over certificates of recognition and cash incentives to the athletes acknowledging their efforts and dedication that brought prestige and honor to the province.

The recognized athletes include three iBenguets who brought in medals from international sports events. They are Edel Ali Ngina who secured two gold medals and a silver, and Clark Fattit who garnered silver and gold medals, both during the 2022 IFMA Youth World Muaythai Championship in Malaysia; and Denesia Esnara who brought home silver and bronze medals from the ASEAN Para Games.

 

The 16 others are part of the Benguet team who captured medals during the 2022 Muaythai Regional Championship-Luzon Leg in Olongapo City. They are:

[GOLD MEDALIST] Sarah Garwageo, Pennylope Padcayan, Ryan Jose Bestre, Blane Comicho, Roldan Lingbanan, Erexter Taligan, Vhiko Mark Alhado, Ronaldo Dominguez, Renson Cornel and Michael Rimando.

[SILVER MEDALIST] Levi Dawaton, Angel Manalo, Art Getrex Potingan and Chad Mayos .

[BRONZE MEDALIST] Shiander Alley Casel and Audrel Kitz Daniel.

Governor Diclas also recognized Bryan Olod, Zaida Laruan, and Jun Benito, Benguet team’s coaches during the 2022 Muaythai Regional Championship-Luzon Leg. Laruan was also a coach during the 2022 IFMA Youth World Muaythai Championship.

The office of Governor Diclas has been actively supportive of the endeavors of Benguet athletes competing outside the province or the country through Provincial Sports Coordinator Dean Mark Monang.

Meanwhile, Governor Diclas encouraged aspiring iBenguet young athletes who want to follow in the steps of the 19 athletes and all other inspiring athletes who brought pride to the province to practice the same values of discipline and determination.
